Start here, because the answer decides what to build. Airborne noise travels through the air and sets the floor above vibrating: voices, a television, music. Impact noise enters the floor structure directly: footsteps, heels on a hard floor, a chair dragged, children running. Most people in a converted Victorian or Edwardian flat hear both, but one usually bothers them more.

The resilient bar ceiling: the usual answer
Resilient bars are thin sprung steel channels screwed across the underside of the joists. Two layers of 15 mm acoustic plasterboard are screwed to the bars only, never into the joists, so the new ceiling hangs on springs rather than being fixed to the vibrating structure. Before it is boarded, the void between the joists is filled with acoustic mineral wool such as ROCKWOOL RWA45 slab so the cavity does not ring. Joints are staggered and every edge is sealed.
This is what our own team fits in most flats. It makes a large difference to airborne noise and a useful difference to impact, and it loses only 50 to 70 mm of height. Where the ceiling is original lath and plaster we usually take it down first so the wool goes in properly and the bars fix to clean joists.
The independent ceiling: the step up
An independent ceiling is a new set of joists supported by the walls below the existing ceiling, not touching the floor above at all. Mineral wool goes between the new joists, then the same double layer of acoustic board. With no physical link to the neighbour's floor, it is the best a ceiling can do for impact noise as well as airborne.
The cost is height. You lose 100 mm or more, sometimes 150 mm in an old flat with deep joists, and cornices and ceiling roses are lost or replaced. With more timber and labour it sits at the top of the £150 to £220 per m² range and is priced after a survey. Where a period cornice matters, the resilient bar route is normally the compromise.
Why footsteps are best stopped upstairs
Impact noise starts in the floor above. By the time it reaches your ceiling it is already in the joists and travelling into the walls, so a ceiling below can only intercept part of it. A floating floor overlay upstairs, an acoustic layer under the neighbour's floor finish that stops heels and furniture striking the structure directly, costs around £60 to £110 per m² and is the most effective single measure for footsteps.
It needs the upstairs owner to agree and usually to pay, which is where many projects stall. The practical routes are a shared cost if the lease or freeholder supports it, a request for carpet and underlay under the lease terms, or, if the neighbour will not engage, an independent ceiling below, the strongest option you control on your own. What does not work on a ceiling
- Acoustic paint or thin "soundproofing" wallpaper. A fraction of the mass needed; changes nothing you would notice.
- Foam tiles and acoustic panels. These soften echo inside your room. They do not stop sound coming through the ceiling.
- One layer of board screwed to the old ceiling. It adds a little mass but stays fixed to the joists, so the vibration comes straight through with it.
- Stuffing the void alone. Mineral wool without a decoupled, heavier ceiling below makes a small difference to airborne noise and none to footsteps.

Soundproofing is 20% VAT. It is not an energy-saving material under HMRC VAT Notice 708/6, so the 0% rate does not apply even though the void is filled with mineral wool. If the same visit adds thermal insulation to a top floor ceiling under a cold roof, that element is 0% until 31 March 2027 and the quote shows the split.
